Eine „Geschichte der öffentlichen Seele unter Wilhelm II.“ nennt Heinrich Mann seinen weitsichtigen satirischen Roman im Untertitel des Manuskripts. Am Beispiel des Anti-Helden Diederich Heßling wird ein erschreckender Aufstieg gezeigt. Das ängstliche, nicht besonders intelligente Kind entwickelt sich schließlich zum Träger des hoch begehrten Wilhelmsordens. Mit von leisem Spott bis zu beißendem Sarkasmus reichender Ironie schildert der Erzähler die verschiedenen Instanzen der Macht, welche Diederich so fasziniert: Familie, Gymnasium, schlagende Studentenverbindung, Militär, Industrie, Justiz, politischer Apparat sowie besonders der von Geltungs- und Expansionsdrang getriebene Kaiser; Letzterer als Vorbild für noch den lächerlichsten Provinzler. Doch der Protagonist des Romans ist keineswegs nur eine schemenhaft gezeichnete Witzfigur. Heinrich Mann arbeitet bemerkenswert psychologisch grundiert Heßlings autoritäre Persönlichkeit samt ihrer faschistischen Tendenzen heraus. Der Untertanengeist dieses Deutschen wird hier so lebendig, dass sich viele ertappt fühlen müssen.
